The murder of seaman bearing the hallmarks of the notorious "Port to Port" serial killer results in Director Vance creating a task force comprising Agent Gibbs' MCRT and Agent Barrett's team, with Agent Barrett being designated as lead investigator. Gibbs also suspects Barrett of sleeping with DiNozzo and the team gets to meet Ziva's boyfriend Ray, who turns out to be a secret CIA liaison to NCIS.
